Survey refers to surveys or structured interviews aimed at individuals where the results are compiled at group level. The survey is carried out systematically, which means, for example, that it is carried out with a certain regularity, over a given period of time and is targeted at a specific sample (e.g. all in a given category or a representative sample). It needs to be ensured that recipients can access the survey based on individual conditions. If someone else has carried out a user survey on behalf of the municipality, this should be counted. However, it does not refer to complaint handling, follow-up of operations or implementation plans. Research on the quality of operations includes, for example, question areas such as information, response, accessibility and influence. Individuals are persons who during the measurement period have had contact with the exercise of public authority or have an executed decision on action. The exercise of public authority means investigation, planning and follow-up of decided actions. Development of activities means that concrete changes have been introduced with the aim of leading to improvements in the operations of the user (e.g. changed routines, extended opening hours, offered training/guidance to staff).
