The Social Integration Income (RIS) is a minimum income allocated by the CPAS to people who do not have sufficient resources and cannot claim them and who are unable to obtain them, either by their personal effort or by other means. The Social Integration Income Equivalent (ERIS) is financial assistance granted by the CPAS within the framework of the Right to Social Assistance (Law of 2 April 1965 on the assumption of responsibility for assistance granted by public social assistance centres) to persons who, for specific reasons (e.g. nationality), do not qualify for the right to social integration. The amounts are identical to those of the RIS. The key indicator listed here relates the average monthly number (annual average calculated over the 12 months) of beneficiaries (RIS or ERIS) to the average population of the year (population on 1 January of year x + population on 1 January of year x -1)/2. In the data file, the data are detailed by age group and gender. On the website of the Federal Public Service for Social Integration Programming "[\2](\1)", you will also find them by group of nationalities and category of beneficiaries. Figures may vary from source to source depending on the update dates and the purpose of the collection. Indeed, the SPP-IS regularly updates the figures it publishes (e.g. adding a RIS following a successful appeal against the refusal to grant a RIS). Compared to the indicator “Annual rate of RIS/ERIS among 18-64 year olds – statbel data”, this indicator shows two differences. On the one hand, this indicator is lower, because since it is a monthly average, the denominator estimates the average number of RIS/ERIS paid each month by the CPAS, whereas the Statbel indicator identifies each person who has received a RIS during the year, whether for 12 months or 1 month. On the other hand, this indicator locates the CPAS that pays the RIS and not the beneficiary’s place of residence. In certain situations, it is possible to use a CPAS different from that of the municipality where you are domiciled. This is the case for students who do not change CPAS, even if their home changes municipality. As the SPP-IS data does not locate the RIS/ERIS beneficiary, it does not allow mapping at an infra-communal level.
