Sustainable city demonstrators (filter)

As part of France 2030 and the 4th Programme d’investissements d’avenir (PIA), the Ministry of Housing, the Ministry of Territorial Cohesion and Relations with Local and Regional Authorities, the General Secretariat for Investment and the Banque des Territoires, in partnership with the National Agency for Urban Renewal (ANRU) for projects located in priority areas of urban renewal policy, launched in May 2021 the call for expressions of interest (AMI) ‘Demonstrators of the sustainable city’, endowed with EUR 305 million. <https://www.ecologie.gouv.fr/demonstrators-city-sustainable> Its objective is to identify territorial projects that provide answers to the four challenges of sustainable cities: resilience, inclusion, sobriety and urban productivity. Part of France 2030 and more specifically of the "Inhabiting the France of Tomorrow" approach, the CEI "Demonstrators of the sustainable city" intends to contribute to the country's economic recovery, promote the emergence of sober, resilient, inclusive and productive cities, and thus accelerate the ecological transition. Concretely, this CEI aims to create a national network of demonstrators, at the level of islands or neighbourhoods, illustrating the diversity of ecological and social transition issues in French territories. It is, of course, a question of financing projects but also of: • support project leaders and their stakeholder ecosystems in the definition and implementation of their demonstrator; • support the emergence of innovative tools and methods, particularly digital ones, enabling a sustainable transformation of the sectors involved in the design, construction and management of urban spaces; • foster the emergence of innovations and economic actors capable of creating value in France and internationally, with the sustainable city constituting a considerable testing ground and a potential market. The Banque des Territoires is leading this call for expressions of interest (AMI), which was implemented in three waves. The 9 winners of the first wave were announced on 10 January 2022 and the 30 winners of the second wave were announced on 18 March 2022 by the government. The 39 winning projects of the two waves illustrate the diversity of urban areas and contexts – metropolises, small towns and rural towns, peri-urban municipalities, urban policy priority areas – and contain technological innovations as well as innovations in uses or processes, on buildings, public spaces or networks. A third round of selection will be launched by early 2023, in light of the lessons learned from the work carried out by the first winners to complete the network of urban demonstrators. What is a sustainable city demonstrator? A sustainable city demonstrator is an integrated, transformative project with a high level of social and environmental ambition mobilising innovative solutions (technical, technological, process, etc.). It must meet three criteria: • be led by a local authority and a consortium bringing together all the actors concerned: industrialists, associations, researchers, academics, etc.; • be carried out as part of a transformation operation on the scale of an island, group of islands or neighbourhood included in a development operation; • be replicable in other territories. The call for expressions of interest (AMI) ‘Demonstrators of the sustainable city’ aims to create a national network of demonstrators, at island or neighbourhood level, illustrating the diversity of the challenges of ecological transition and sustainable development of French urban spaces. The winners receive support from the Banque des Territoires, from the incubation period until they reach maturity. Support for the incubation of projects Winners benefit from an incubation period ranging from 24 to 36 months maximum supported financially and technically by the State through the intervention of the Banque des Territoires. They receive up to €500,000 in grants for engineering and study funding. Winners also benefit from networking and expert advice to carry out the actions necessary for the development of their project. Post-incubation support Once mature, each demonstrator will be able to receive financial support of up to €10 million (including incubation) for a period of 10 years. Particular attention will be paid to actions with a sustainable, replicable economic model and to the innovation assessment approach implemented.作为法国2030计划（France 2030）与第四期未来投资计划（4th Programme d’investissements d’avenir，简称PIA）的组成部分，法国住房部、国土凝聚力与地方及区域关系部、投资总秘书处与法国领土银行（Banque des Territoires）联合国家城市更新局（National Agency for Urban Renewal，简称ANRU，针对城市更新政策优先区域内的项目），于2021年5月启动了名为"可持续城市示范项目"的意向征集活动（call for expressions of interest，简称AMI），总预算规模达3.05亿欧元。 <https://www.ecologie.gouv.fr/demonstrators-city-sustainable> 本次项目旨在遴选能够应对可持续城市四大核心挑战的属地项目：韧性建设、包容发展、资源节制与城市生产力提升。 作为法国2030计划，尤其是"共建明日法国"（Inhabiting the France of Tomorrow）战略的组成部分，CEI"可持续城市示范项目"旨在助力法国经济复苏，推动节源、韧性、包容且高效的城市发展模式涌现，进而加速生态转型。具体而言，本次征集活动旨在打造覆盖岛屿或街区层面的国家级示范网络，展现法国各属地所面临的生态与社会转型挑战的多样性。 本项目的支持范畴不仅涵盖项目融资，还包括： • 扶持项目牵头方及其利益相关方生态系统，完成示范项目的定义与落地实施； • 支持创新工具与方法（尤其是数字化工具与方法）的研发与推广，助力城市空间设计、建造与运维相关领域实现可持续转型； • 培育能够在法国及国际市场创造价值的创新成果与市场主体，而可持续城市正是极具潜力的试验场与市场空间。 法国领土银行牵头本次意向征集活动，该活动共分三批次开展。首批9个获奖项目已于2022年1月10日公布，第二批30个获奖项目则于2022年3月18日由法国政府正式公布。 两批次共计39个获奖项目覆盖了多样的城市区域与场景——包括大都市、小城镇与乡村城镇、近郊区市镇以及城市政策优先区域，项目涵盖了建筑、公共空间或市政管网领域的技术创新、使用模式创新与流程创新。 结合首批获奖项目的实践经验，第三批次的遴选工作将于2023年初启动，以进一步完善城市示范项目网络。 ## 什么是可持续城市示范项目？ 可持续城市示范项目是具备高度社会与环境抱负的集成化转型项目，可调动技术、工艺等各类创新解决方案。 其需满足三项判定标准： • 由地方政府牵头，并联合涵盖工业企业、社会组织、科研机构、学术团体等所有相关利益方的联合体共同推进； • 作为岛屿、群岛或街区转型改造项目的组成部分实施； • 具备可在其他属地区域复制推广的潜力。 本次"可持续城市示范项目"意向征集活动旨在打造覆盖岛屿或街区层面的国家级示范网络，展现法国城市空间所面临的生态转型与可持续发展挑战的多样性。 获奖项目将获得法国领土银行从孵化期至成熟期的全周期支持。 ### 项目孵化支持 获奖项目可享受最长24至36个月的孵化期，该周期由国家通过法国领土银行提供资金与技术双重支持。项目可获得最高50万欧元的工程与研究资助拨款。此外，获奖项目还可获得资源对接与专家咨询服务，以推进项目开发所需的各项工作。 ### 孵化后支持 项目成熟后，每个示范项目可获得最高1000万欧元的资金支持（含孵化期资助），支持周期为10年。本次支持将重点关注具备可持续、可复制经济模式的行动，以及已实施的创新评估方法。
