Equity Atlas 2022: Census Tract

The Equity Atlas is a detailed scoring methodology that uses racial and economic indicators to view the Dallas population through an equity lens. An updated map using the following methodology: Demographic indicators like Race, Income, Poverty, Health Insurance, and Education are scored using a quintile statistical process. A quintile is a type of quantile, which is defined as equal-sized segments of a population. 0 – 20% is the first quintile (also called the bottom quintile), From 20 to 40% is the second quintile From 40 to 60% is the third quintile, From 60 to 80% is the fourth quintile From 80 to 100%, the fifth quintile is (also called the top quintile). Indicator Race (DP05) Each scored category represents 20% of the total population of the City of Dallas. A score of 5 represents the percentage of people of color is between 91.95% - 100.00%. A score of 4 represents that the percentage of people of color is between 79.27% and 91.94%. A score of 3 represents that the percentage of people of color is between 59.03% and 79.26%. A score of 2 represents that the percentage of people of color is between 28.93% and 59.02%. A score of 1 represents the percentage of people of color is between 0.00% - 28.92%. Household Median Income (S1903) Each scored category represents 20% of the total population of Dallas. A score of 5 represents that the median household income is between $16,935 and $37,622. A score of 4 represents the median household income is between $37,623 - $46,854. A score of 3 represents that the median household income is between $46,855 and $58,711. A score of 2 represents that the median household income is between $58,712 and $80,703. A score of 1 represents the median household income is between $80,704 - $250,001. Poverty (S1701) Each scored category represents 20% of the total population of the City of Dallas. A score of 5 represents that the percentage of people living below the poverty is between 27.60% and 50.83%. A score of 4 represents the percentage of people living below poverty is between 19.06% - 27.59%. A score of 3 represents that the percentage of people living below poverty is between 12.69% and 19.05%. A score of 2 represents that the percentage of people living below poverty is between 6.59% and 12.68%. A score of 1 represents the percentage of people living below poverty is between 0.00% - 6.58%. Health Insurance (S2701) Each scored category represents 20% of the total population of the City of Dallas. A score of 5 represents that the percentage of people having health insurance is between 39.71% and 67.98%. A score of 4 represents that the percentage of people having health insurance is between 67.99% and 73.86%. A score of 3 represents that the percentage of people having health insurance is between 73.87% and 80.77%. A score of 2 represents that the percentage of people having health insurance is between 80.78% and 89.69%. A score of 1 represents that the percentage of people having health insurance is between 89.70% and 100.00%. Education (S1501) Each scored category represents 20% of the total population of the City of Dallas. A score of 5 represents that the percentage of people with at least a high school diploma is between 27.74% and 60.47%. A score of 4 represents that the percentage of people with at least a high school diploma is between 60.48% and 72.26%. A score of 3 represents that the percentage of people with at least a high school diploma is between 72.27% and 85.64%. A score of 2 represents that the percentage of people with at least a high school diploma is between 85.65% and 96.21%. A score of 1 represents the percentage of people with at least a high school diploma is between 96.22% - 100.00%. EIA (Equity Impact Assessment) Score Methodology Data were analyzed for each area in the city limits, assessed against the key questions below, and assigned a risk score (5: Most Impact, 1: Least Impact). Do Black, Hispanic, and Native American populations make up more than 70% of the community? (Table DP05: 2020) <!- Does the area have 15% or more people living below poverty? Example: 80% Minority Population = 1, "High" Social Vulnerability Index = 1, 30% of 65+ Residents = 1, 5% Below Poverty=0, 70% Tenured Homeownership = 0; Compound Risk Score = 3 Race Includes the sum of the percentage of (African American Population + Latino or Hispanic Population+ Native American) Replace (-) with null (blank values) The datasets collected to update the Equity Impact Assessment Score Methodology are from the ACS 2020 dataset and the Centers for Disease Control and Prevention/ Agency for Toxic Substances and Disease Registry/ Geospatial Research, Analysis, and Services Program. CDC/ATSDR Social Vulnerability Index 2020 Database Texas. Census Tracts that receive a score of 0 are scored as 1.
