This dataset contains housing projects that received a certificate of occupancy or other form of readiness, collected by the California Department of Housing and Community Development (HCD) as part of the Annual Progress Report (APR) process required under the Regional Housing Needs Allocation (RHNA) program. It spans two RHNA planning cycles — Cycle 5 (2015–2023) and Cycle 6 (2023–2031) — and is one of three phase-specific datasets derived from the APR; see also Entitlements and Permits (linked below). Coverage begins with the 2018 reporting year, when HCD introduced the standardized APR form used to collect entitlement, permit, and certificate of occupancy data — a few years into Cycle 5. Records prior to 2018 have not been made available by HCD and are not part of this dataset. The dataset has been de-duplicated: only records where the APR reporting year matches the certificate of occupancy issue year are included. Because a project is re-submitted to HCD as it advances through each stage of development, the same project can appear across multiple APR years. Filtering to the certificate-year records reduces this overcounting so that unit summaries are as accurate as possible given current data limitations. Data were downloaded on July 28th, 2026, and represent a snapshot of the APR source dataset, enriched by MTC-ABAG with standardized parcel identifiers, address validation, and additional attributes to support regional housing and land use work. Each located project is represented by a point at the centroid of the parcel it was matched to, using standardized APN and, as a fallback, validated address information. Approximately 94% of projects are successfully located; the remainder cannot be confidently matched to a single parcel — typically due to missing, partial, or inconsistent APNs and addresses, or parcel lineage changes over time. Projects that could not be geocoded are retained in this dataset without geometry. These records carry full attributes and unit counts and must be included when computing unit totals; any aggregation should be run against the complete record set, not only the mapped features. Reference attributes in this dataset — environmental, policy, and other overlay flags such as sea level rise exposure — were assigned at the parcel level, based on the share of the matched parcel falling within each reference geography, not from the centroid point. Because the point is a parcel centroid, a project may plot visually outside a reference polygon it is nonetheless flagged as intersecting. When comparing points against reference layers, treat the attribute flags as authoritative rather than the point's plotted position. Jurisdictions submit updated APRs to HCD annually on April 1 and may submit corrections at any time throughout the year. As a result, discrepancies in reported unit counts may exist between this dataset and the data available on HCD's website.
