Filling the Knowledge Gaps for Safe Nanotechnology in the Workplace

TheNIOSHNanotechnologyResearchCenter(NTRC)wasestablishedin2004todevelop,coordinate,anddeliveranorganizedprogramofresearchtoidentify,investigate,anddevelopscience-basedsolutionstoworkplacehealthandsafetyknowledgegapsinnanotechnology.Thisisaprogressreport.TheNTRCprovidesoverallstrategicdirectionandcoordinationoftheNIOSHnanotechnologycross-sectorresearchprogram(http://www.cdc.gov/niosh/topics/nanotech/).TheresponsibilitiesoftheNTRCareinaccordancewiththelegislativemandateissuedtoNIOSHinSection20(a)(4)oftheOccupationalSafetyandHealthActof1970,whichstates:"...conductspecialresearch,experiments,anddemonstrationsrelatingtooccupationalsafetyandhealthasarenecessarytoexplorenewproblems,includingthosecreatedbynewtechnologyinoccupationalsafetyandhealth,whichmayrequireameliorativeactionbeyondthatwhichisotherwiseprovidedforintheoperatingprovisionsofthisAct."NanotechnologyisarapidlyemergingmaterialsciencetechnologythathasbeenidentifiedasacriticalU.S.scientificandcommercialenterprisewithglobaleconomicbenefits.Concernoverthelackofknowledgeaboutthepotentialhealthrisksassociatedwiththehandlingofpure,unboundengineerednanomaterialshasbeenexpressedbyinvestors,entrepreneurs,governmentagencies,andpublichealthadvocacygroups.Suchconcernscreatepotentialbarrierstothegrowthofnanotechnologyandthecommercializationofproductsanddevicesthatcouldhelpaddressseriousglobalproblemsconcerningenergy,transportation,pollution,health,andfood.Issuesthathavebeenraisedaboutworkerhealthandsafetymustbeaddressedtoensureresponsibledevelopment,societalbenefit,andassociatedeconomicgrowth.
