Orange Early Warning: When rainfall exceeds 10 times the average (≥8.2 mm/h) and waterlogging level exceeds 5 times the average (≥1.95 mm/h), the "Drainage Equipment Pre-startup" order is triggered, and the urban management drainage team arrives at the scene in advance for standby. Red Early Warning: When rainfall exceeds 50 times the average (≥41 mm/h) and waterlogging level exceeds 20 times the average (≥7.8 mm/h), the "Temporary Road Closure + Personnel Evacuation" plan is immediately activated, and simultaneous coordination is carried out with traffic police and fire departments.
