This dataset is VCBB's primary broadband location resource, providing a comprehensive representation of broadband locations in Vermont by merging and reconciling data from Vermont's Emergency 911 (E911) site locations and the FCC National Broadband Fabric. The result is a complete location layer that speaks both federal and Vermont-native data languages, helping to produce a clearer, more connected picture of broadband funding and service availability as expansion continues statewide. Availability describes the broadband speeds and technologies currently reported at a location and can change as providers build out their networks; eligibility describes whether a location qualifies for a specific funding program based on speed thresholds assessed at a fixed point in time and generally does not change even if availability improves. Service status classifications — Served, Underserved, and Unserved — reflect these distinctions and are used across the dataset to determine which locations are prioritized for funding. IMPORTANT NOTE: Funded locations reflect availability at the time of funding (V4 of the FCC Broadband Fabric), unmatched E911 locations reflect 2025 PSD Broadband data, and all other locations use the released V7 of the FCC Broadband Fabric. Vermont E911 locations dated: October 2025 Vermont PSD Broadband Data dated: November 2025 FCC V7 Broadband Fabric locations dated: June 2025 FCC V7 Broadband Fabric Availability dated: December 2025 This data is produced by identifying matches between E911 and FCC location data, reconciling unmatched locations, and assigning a principal location for multiple locations matched to the same FCC location. Principal locations are determined through a prioritization framework that evaluates initial matching accuracy, E911 site occupancy status, on-grid status, and proximity to matched FCC locations — ensuring that all relevant funding information is accurately represented in the data. Unmatched E911 site locations and FCC locations are independently recognized as principal locations. This service includes two layers: Vermont Broadband Location Core Fabric — The core location layer contains location records with address, city, county, state, ZIP code, latitude and longitude, site type, occupancy and unit information, census geography, broadband service status, funding indicators, project area assignments, and match information. Vermont Fabric Extended Table — The extended table adds broadband service detail by location, including provider, brand, technology, highest advertised download and upload speeds, latency, business or residential classification, and source metadata for technology categories including cable, copper (DSL), fiber, wireless, and low-earth orbit satellite service. Funding fields in the Core Fabric tracks the funding status of the specific program at a location using the following coded values: 0 — Not funded by this program 1 — Funded (awarded but not yet delivered) 2 — Delivered (committed speeds and technologies have been provided) 3 — Leveraged (this program is part of the project but another funding source is the primary driver) A location may carry values across multiple funding fields simultaneously, reflecting overlap between programs. A location with all funding fields set to 0 may still have other associated funding not tracked in these fields.
