Means any landfill subject to regular supply of non-inert waste, operated or left at the disposal of its administrators by a municipality, without prefectural authorisation under the legislation on classified facilities. Prohibited by regulation.
The resorption of a gross discharge corresponds to two situations:

the landfill can be closed and the site rehabilitated;
the landfill may continue to be operated subject to administrative regularisation and compliance in accordance with the conditions laid down in the Ministerial Decree of 9 September 1997 on landfills of household and similar waste. The operation of this landfill must also be compatible with the departmental plan for the disposal of household and similar waste.
