Plans Climat Air Energie Territoriaux (PCAET) required for the more than 20000 inhabitants

The DREAL Bourgogne-Franche-Comté is responsible for the appraisal of the territorial air-energy climate plans (PCAET), the animation of the DDT network, directly in contact with the coordinating authorities and follow-up with the BFC Regional Council. In CFBs, 43 EPCIs with more than 20000 inhabitants are subject to the obligation to draw up a PCAET, and are therefore coordinators of the energy transition on their territory. The regional map of the state of play of the PCAETs shows the 31 EPCIs of more than 20000 inhabitants. : 31 PCAETs are committed and 16 approved - data updated to 01/02/2024. Updated version of the former Territorial Climate-Energy Plans (PCETs), the Territorial Climate-Air Energy Plans (PCAETs), resulting from the Law on Energy Transition for Green Growth of August 2015, are a direct and operational version of the Paris Agreement. As such, their objectives are the mitigation of climate change and the adaptation of territories to this evolution. More specifically, they aim to reduce energy consumption and greenhouse gas emissions, develop renewable energy and maintain or even improve air quality. Declined at local and regional authority level, they are compulsory for EPCIs with more than 20 000 inhabitants, and impact a large part of the competences of the latter (8 sectors of activity). Finally, their period of application is 6 years; beyond that, they need to be revised. Some of these plans include several public institutions for inter-municipal cooperation (EPCI) because they are supported by a Territorial Coherence Scheme (SCoT), a country or a territorial and rural balance cluster (PETR).
