1. Scope and Target Applicants This dataset serves maritime and fishery regulatory authorities, enabling regular safety supervision over registered sea fishing vessels within their respective jurisdictions. 2. Core Functions and Solved Problems By analyzing data on the validity of sea fishing vessels’ and crew qualification certificates, key safety equipment (life-saving and fire-fighting equipment), communication and navigation equipment, and positioning system status, it automatically generates three-level early warning results: "Qualified", "Warning", and "Serious Warning". It realizes automated, full-coverage, real-time risk monitoring and grading, addressing the pain points of manual spot checks including low efficiency, limited coverage, and slow response. 3. Core Values and External Reusability 3.1 Multiplied Regulatory Efficiency: Provides accurate basis and priority for law enforcement, greatly improving resource utilization efficiency. 3.2 Active Accident Prevention: Early warns of hidden dangers such as expiring certificates and equipment failures, prompting vessel owners to take proactive rectification measures (renewing certificates, repairing equipment), effectively reducing the risk of maritime safety accidents. 3.3 Promote Compliance Ecology: Regular risk reminders standardize the operation of sea fishing vessels and ensure maritime safety. Its early warning data can be reused in the following scenarios: ① Vessel Owner Self-Inspection and Self-Correction: As a reference for vessel owners to proactively manage safety. ② Insurance Risk Assessment: Providing objective risk pricing references for insurance companies. ③ Industry Safety Rating: Supporting third-party institutions to establish a fishing vessel safety credit system. 4. Data Collection Collects relevant information from safety inspection records of sea fishing vessels, and stores the collected data for subsequent calculation. 5. Algorithm Processing and Scoring Uses the IFS function to classify and aggregate the safety inspection data of each sea fishing vessel, covering the following 8 aspects: ① Vessel certificate status: Including vessel seaworthiness certificate, ship inspection certificate, sea fishing permit, and insurance documents; ② Crew qualification certificate status: Captain's certificate; ③ Vessel nameplate status; ④ Safety equipment status: Life-saving appliances, life buoys, signal flares, fire extinguishers, tricolor lights, and whistles; ⑤ Communication and navigation equipment: AIS, radar, compass; ⑥ Positioning system: Beidou; ⑦ Port entry and exit declaration status; ⑧ Other inspection items. The weighted average formula is used for scoring: Y=(0.2X1+0.1X2+0.1X3+0.2X4+0.1X5+0.1X6+0.1X7+0.1X8)*100, where Y represents the safety inspection early warning score of sea fishing vessels, and each X term has a maximum cap of 1: - X1: Early warning score for vessel certificate status, 0 for valid, 1 for invalid; - X2: Early warning score for crew qualification certificate status, 0 for valid, 1 for invalid; - X3: Early warning score for vessel nameplate status, 0 for legible, 0.5 for illegible, 1 for absent; - X4: Early warning score for safety equipment status, 0 for qualified, 0.5 for missing, 1 for absent; - X5: Early warning score for communication and navigation equipment, 0 for qualified, 0.5 for missing, 1 for absent; - X6: Early warning score for positioning system, 0 for available, 1 for unavailable; - X7: Early warning score for port entry and exit declaration, 0 for declared, 1 for undeclared; - X8: Early warning score for other inspection items, 0 for passed, 1 for failed. Classify and grade the safety inspection early warnings of sea fishing vessels based on the early warning score: - Score = 0: Marked as "Qualified"; - 0 < Score ≤30: Marked as "Warning"; - Score >30: Marked as "Serious Warning".
