A 100 score is earned where all the following conditions are met: 1) all ministries and autonomous agencies (public service providers) have websites, and 2) are updated at least once a month. A 50 score is earned where any of the following conditions apply: 1) about half of the ministries and autonomous agencies (public service providers) have websites, or 2) the websites are updated less than once a month. A 0 score is earned where less than 10% of the ministries and autonomous agencies (public service providers) have websites.
