Number of persons living in multi-dwelling buildings excluding special dwellings overcrowded according to norm 3, divided by the number of persons living in multi-dwelling buildings excluding special dwellings, multiplied by 100 for accounting as a percentage. Special housing refers to student housing, housing for the elderly/disabled and other special housing. Norm 3 was created in 1974. The household is counted as cramped if there is more than one person per room (living room and kitchen not counted). Cohabiting couples are supposed to share bedrooms.
