In practice, the government takes action to close the gender digital divide. A 100 score is earned where the government has put in place programs to accomplish all the following objectives: 1) increase girls and women's access to the Web, 2) train girls and women to use the Web, and 3) encourage girls and women to pursue careers in ICTs. It also earns 100 score if there's evidence that there's no gender digital divide in the country. A 50 score is earned where the government has put in place programs to accomplish only one of the three objectives described in 100, or the programs include the three objectives but they are not permanent or have too few resources to cover more than just a few communities. A 0 score is earned where at least one of the following conditions apply: 1) no such programs are in place, or 2) any programs that exist are ad hoc, sporadic or not supported/sponsored by the government.
