DP Plan Change (OpenData)

This entity describes the location of proposed, active and completed alterations to District Plan. At the initial 'Draft' status, the data is only available internally to CCC via the entity table. Once the area has been confirmed/approved by The Planners, the status is updated to 'Notified' (or higher) and the data is then displayed in vwOpenDataDistrictPlanPlanChange and is available to external parties via the District Plan Open Data WFS. The information is also displayed at property level via LIM's and the District Plan Property Search. Once the Plan Change is operative (or withdrawn, or the record is Archived) the data is no longer reported on LIM's etc. The changes can only be made operative once beyond the point of challenge. This may be at the close of an appeal period if there are no appeals or when a court issues a final decision on appeals. This feature will be maintained in response to notifications from the City Planning team. This entity is intersected with RatingUnit to enable generation of property condition comments.
