This dataset originates from a collaborative study between the Institut national de la statistique et des études économiques (Insee) and the Centre de statistiques et de recherches du ministère de la Transition écologique (SDES), aiming to estimate greenhouse gas (GES) emissions generated by individuals during their commutes (from home to workplace). The study is based on census data, specifically occupational population mobility, particularly the residential/workplace commute database, and is supplemented by multiple additional data sources for refined estimation: the Metric-OSRM distance calculator from Insee (providing commute distances), the 2019 Enquête sur la mobilité des personnes (EMP) (providing travel frequency, actual travel distance, car occupancy rate, unit emissions of public transport, etc.), Ademe's carbon footprint database (providing unit emissions for two-wheeled motor vehicles), the Répertoire des statistiques des véhicules routiers (RSVERO) (supplementing unit emissions for passenger cars), data from transport.data.gouv.fr and SNCF (used to assess the probability of using rail or road public transport), and the Enquête continue sur l'emploi (EEC) (for updating telework data). These supplementary data add the following variables to the occupational mobility dataset: average commute distance (in kilometers), commute time without congestion (in minutes), average weekly travel distance per person after accounting for travel frequency, detours and shortcuts, and average weekly CO₂ emissions per person from commuting (in grams of CO₂ equivalent). These newly added variables are derived via estimation, cannot be used to personally identify individuals, and comply with the confidentiality framework for census result releases. GES emissions are only calculated for commuting trips within 100 km in metropolitan France, and only account for emissions generated during the trip (tank-to-wheel), excluding upstream emissions from energy production, vehicle manufacturing or transportation infrastructure construction. All greenhouse gases are expressed in CO₂ equivalent. Each record in the dataset is uniquely identified by the place of residence, place of work, and socio-demographic characteristics obtained from the census, and is weighted by the size of the active employed population. The dataset is updated annually (except for 2020, due to the special impact of the COVID-19 pandemic on personnel mobility). The dataset covers active employed individuals aged 15 and above in metropolitan France with a commute distance of less than 100 km (less than 10 km for walking, less than 30 km for cycling). It also includes all active employed people in Overseas Departments (DOM), active employed people in metropolitan France who do not commute, active employed people with a commute distance exceeding 100 km, and active employed people for whom commute distance cannot be calculated (for the latter three categories, weekly travel distance and average CO₂ emissions are left blank).
