This dataset comprises three statistical surveys of French flour mills conducted between 1794 and 1809. Sponsored by the state, these surveys aimed to assess flour production capacity from three perspectives: quantitative (output), qualitative (flour quality, nearby road networks), and forward-looking (physical conditions of mills, seasonal variations). The surveys varied in their coverage years and scope: the 1794 survey included over 6,800 mills across 72 provinces; the 1801 survey focused on approximately 4,460 mills in 8 provinces that supplied Paris; the 1809 survey covered nearly 9,000 mills in 115 provinces, including imperial provinces then situated in Belgium, the Netherlands, Switzerland, and Italy. The data is organized by provincial administrative division, yet remains incomplete: some regions failed to respond to the surveys, and portions of the data are missing or incomplete. Thirteen provinces were excluded from all surveys, such as Ardèche, Cher, and others. Based on detailed inventories held by the French National Archives, this dataset offers extensive insights into the economic and energy landscape of early 19th-century France. The information has been aligned with current French communes to the maximum feasible extent to support geolocation efforts. The dataset contains the following fields: Country, Current Commune (where applicable), Current Province, Survey Date, Mill Type (primarily categorized as water mills or wind mills), Number of Mills, Mill Name, Former Province (19th century), Former Commune (19th century), Initial Description (data from the 1998 inventory), National Archives Portal URL, Archive Number, and INSEE Code (French code based on current communes). Geolocation is based on French communes and INSEE codes; 562 locations outside the territory of current-day France have no associated geolocation data.
