This dataset covers performance-related data from the 2015 Finance Act (PLF 2015), sourced from the French public data platform data.gouv.fr. According to the Organic Law on Finance Laws (LOLF) dated August 1, 2001, France introduced new rules for budget formulation and implementation, and adopted a performance-based approach to enhance the efficiency of public policies. To this end, new tools were developed to objectively measure public sector performance. Each project is associated with national-level defined goals, which are decomposed into operational objectives for service providers and policy implementation actors. Each goal is equipped with specific, relevant and reliable indicators to measure policy outcomes, and these indicators are paired with target values that project leaders commit to using to improve the performance of their initiatives. To meet the expectations of citizens, users and taxpayers, administrative bodies set three categories of goals: socio-economic issues, service quality and governance efficiency. The Annual Performance Reports (RAP) showcase the results delivered by administrative authorities in line with the commitments made in the initial Finance Act, evaluating performance improvements by comparing ex post results with the commitments outlined in the Annual Performance Projects (PAP). This dataset is extracted from the Farandole application, a budget element input tool jointly used by the budget department and ministerial institutions for budget document drafting. It encompasses all tasks and projects, along with their associated goals and indicators, as presented in the performance section of the PAP annexed to the 2015 Finance Act. The performance measurement mechanism is linked to the three-year national budget timeline, displaying both actual achievement and forecast data. Each indicator used for the PLF in year N is associated with a target value to be attained by the end of the three-year period; forecast data for years N+1 and N+2, as well as actual data for years N-1 and N-2, facilitate the evaluation of target achievement trajectories. The budget department made dedicated efforts to simplify the provided indicators to enhance their readability, relevance and reliability. The 2015 PLF contains 784 indicators, representing a reduction of over 19% compared to the 967 indicators included in the 2014 PLF.
