This indicator represents the proportion of immigrants in the population. According to the definition of the French National Institute of Statistics and Economic Studies (Insee), an immigrant refers to a person who was born abroad, holds foreign nationality, and resides in France. Therefore, people who were born abroad but are French nationals and live in France are not counted. Conversely, some immigrants may have acquired French nationality through naturalization, while others still retain their foreign nationalities. The foreign national population and the immigrant population do not fully overlap: immigrants are not necessarily foreign nationals, and vice versa—some foreign nationals were born in France (mainly minors). Immigrant status is permanent: even if an individual acquires French nationality through naturalization, they still belong to the immigrant population. The geographical origin of an immigrant is defined by their country of birth, rather than their nationality at birth.
