Starting work refers to unsubsidised and subsidised employment on the regular labour market. In order to qualify as an employment, it must have lasted at least one consecutive month. Municipal employment does not count as work because these jobs were created to mitigate the effects of unemployment and were reserved for a certain group of jobseekers.
