An overall plan for the development of the personnel’s competence is a unit-wide or operational plan for the development of the personnel’s skills based on the mission of the organisation and the mapping of the personnel’s individual competencies. At municipality level, the proportion of units meeting the indicator is reported, i.e. Yes. At the unit level, Yes=1, No=0.
