Share of households living in public housing

As part of the communal anchorages plans, the Directorate for Private Housing, Information and the Inspection (DSOPP, formerly the Directorate for Subsidies to Public and Private Bodies) of the SPW carry out a detailed and comprehensive census of the public rental park, by municipality. Each municipality has to declare the number of public dwellings it intends to rent on its territory. This inventory must be approved by the Municipal Council. These figures may influence the future anchorages, but also the penalties provided for in Articles 188 and 190 of the Walloon Code of sustainable Habitation. This is indeed a declared number. Public dwellings shall be deemed to include: — transit or insertion accommodation created and occupied as such — rented dwellings belonging to the municipality, the CPAS or the Régie autonome — housing managed by private and public owners through AIS, SLSP or ASBL — housing managed by FLW — housing managed by the Central Office for Social and Cultural Action of the Ministry of Defence (OCASC), — dwellings created under Community Land trust formulas — dwellings for service residences, whether social or not, provided that they are managed by an operator recognised by the Code — emergency accommodation Private initiative resting and care rooms (MR-MRS) cannot be considered as public accommodation. For collective dwellings, each unit should be counted as a dwelling. Under the Code, ‘ILA’ (Local Initiative d’Accueil) housing is not considered as public housing. Emergency accommodation cannot be assimilated to transit accommodation. However, they can be counted as part of the public housing quota. They were therefore taken over. Finally, future public dwellings under construction are only recorded and recorded when they are actually occupied as such. The indicator shifts the number of public dwellings inventoried to the number of private households in the municipality to calculate the share of households living in public housing.
