Pursuant to Article 68 of the ELAN Law of 23 November 2018, the Decree of the Council of State n°2019-495 of 22 May 2019 created a section of the Building and Housing Code specifically dedicated to the prevention of the risks of differential land movements following drought and soil rehydration. The objective of this legislation is to reduce the number of accidents associated with this phenomenon by requiring soil studies prior to construction in areas exposed to clay shrinkage.
