In law, citizens cannot be discriminated against based on their religion. A YES score is earned where the law guarantees citizens: 1) the right to freedom of religion, including freedom to change religion, 2) protection from discrimination based on religious beliefs, and 3) the right to manifest his/her religion or belief in teaching, practice, worship and observance, in public or private, individually or as a group. A general constitutional principle against discrimination based on religion is NOT enough to score YES. A NO score is earned where such laws don't exist. It also scores NO if a law protects some but not all the rights described in YES, or if a law explicitly forbids/mandates a certain religion.
