Perimeter protection and enhancement of peri-urban agricultural and natural areas (PAEN) of Isère

The ENAP is a tool for the protection and development of peri-urban agricultural and natural areas, through the definition of a perimeter and a programme of actions. The NAP makes it possible to protect sustainably and enhance agricultural and natural areas under land pressure in peri-urban areas. To this end, it is based on the definition of a perimeter of protection at the parcel scale and a programme of actions specifying the development and management guidelines intended to promote agricultural exploitation, forest management, the preservation and valorisation of natural areas and landscapes within the perimeter. The PAEN is an optional departmental competence resulting from the Law on the Development of the Rural Territories of February 23, 2005, also open to institutions in charge of SCoT since 2014. It is defined in Article L113-15 et seq. of the Urban Planning Code. In Isère, the Department acquired this competence at the end of 2011 and validated an intervention framework in November 2018.
