The Vanderburgh Recovery Housing Legal Tracker records the state law governing recovery residences in all 50 U.S. states across six domains: the credential required to operate, protection for residents who use medication for opioid use disorder, discharge and tenancy law, zoning posture, occupancy classification and the thresholds that change it, and the leading judicial decision in each state. As of September 12, 2026, 38 states require no state credential to operate a non-clinical recovery residence, three require a mandatory operating license, three license conditionally, and six require a mandatory registration or certification enforced by penalty. Every proposition cites the statute, regulation, or case that supports it, in Bluebook form, and every table carries its own as-of date. This is a living document, reviewed quarterly.
