The Law on Solidarity and Urban Renewal (SRU Law) of 13/12/2000 provides for the establishment, as of 1 January 2002, of territorial coherence schemes, which replace the master plans. Drawn up by the elected representatives, at the level of the basin of life, housing or employment, they will be designed to express the overall strategy of the agglomeration and to set out the main choices in terms of housing, balance between natural and urban areas, infrastructure and commercial urban planning. In peri-urban areas, in case the SCOT does not exist, any urbanisation area will be blocked, unless the prefect agrees.2000年12月13日颁布的《团结与城市更新法》（Law on Solidarity and Urban Renewal，简称SRU法）规定，自2002年1月1日起设立地域协调性规划（Territorial Coherence Schemes，简称SCOT），以替代原有总体规划。该规划由地方民选代表在生活圈、住房或就业圈层层面编制，旨在阐明城镇集聚区的整体发展战略，并明确住房、自然与城市空间平衡、基础设施及商业城市规划等领域的核心规划方向。在城郊区域，若未制定地域协调性规划（SCOT），则任何城市化开发活动均将被叫停，除非获得省长的批准。
