Regional Register of Social Cooperatives at 31-10-2022

The Regional Register of Social Cooperatives was established in implementation of Article 4 of Regional Law No 7/2015 “Promotion and enhancement of social cooperatives in Campania, in implementation of Law No 381 of 8 November 1991 – Discipline of social cooperatives” which, in recognising the usefulness of the social and economic function exercised by cooperation on the regional territory, aims, inter alia, to promote and disseminate their entrepreneurial culture and social responsibility, as well as to regulate their collaboration with public administrations for activities for the benefit of disadvantaged people and other fragile subjects. The Regional Register of Social Cooperatives is structured in 4 areas: Section A) for so-called type A social cooperatives, which, pursuant to Article 1(1)(a) of Law No 381/1991, manage social, social, health, health and educational services; Section B) for so-called type B social cooperatives, which, as required by Article 1(1)(b) of Law No 381/1991, carry out productive activities aimed at the integration into employment of disadvantaged people; Section C) for consortia which, as indicated in Article 8 of Law No 381/1991, consist of at least 70% of social cooperatives already registered in regional registers; Section D) for bodies established in EU Member States in favour of which, pursuant to Article 6(7) of Regional Law No 7/2015, public bodies may reserve participation in procurement procedures because the majority of their workers, because of their disadvantage or the seriousness of their hardship, cannot exercise their professional activity under normal conditions.社会合作社区域登记册（Regional Register of Social Cooperatives）系依据2015年第7号区域法律第4条设立，该法律旨在落实1991年11月8日第381号法律《社会合作社规制》，推进并完善坎帕尼亚大区的社会合作社（social cooperatives）发展。该法律认可合作社在大区领土内履行的社会与经济职能的价值，除其他目标外，旨在推广与传播其创业文化与社会责任，同时规范其与公共行政部门的合作，以开展惠及弱势群体及其他脆弱群体的相关活动。 社会合作社区域登记册下设4个板块： A板块：对应所谓A型社会合作社。依据1991年第381号法律第1条第1款第(a)项，此类合作社运营社会、卫生及教育服务； B板块：对应所谓B型社会合作社。依据1991年第381号法律第1条第1款第(b)项，此类合作社开展旨在助力弱势群体融入就业的生产活动； C板块：对应联合体（consortia）。依据1991年第381号法律第8条规定，此类联合体中已在大区登记册完成注册的社会合作社占比不得低于70%； D板块：对应欧盟成员国设立的主体。依据2015年第7号区域法律第6条第7款，公共机构可在采购流程（procurement procedures）中为其预留参与资格，因该类主体的多数劳动者因自身劣势或困境严重程度，无法在正常条件下开展职业活动。
