The implementation of the crack plan in Paris

Set up in Paris between 2019 and 2021, the crack plan aims to address the problem of the use of a hard and cheap drug, derived from cocaine, whose trafficking has been rooted in north-east Paris since the 1990s. This mechanism was born from the common desire of a group of actors to coordinate their actions to combat the increase and concentration of drug addicts in the 18th, 19th and 20th arrondissements: the prefecture of the Île-de-France region, the police prefecture of Paris, the Interministerial Mission to Combat Drugs and Addictional Conduct (MILDECA), the Regional Health Agency (ARS), the City and the Public Prosecutor’s Office of Paris are among the signatories of the protocol implemented over the past three years. The flash audit published today by the Court of Auditors, and conducted by the Regional Chamber of Accounts (CRC) of Ile-de-France, is the result of a targeted and rapid survey which made it possible to take an initial review of the implementation of this policy and to consider possible avenues for improvement.该快克可卡因（crack）整治计划于2019年至2021年间在巴黎启动，旨在解决一种源自可卡因的廉价烈性毒品的滥用问题——自20世纪90年代以来，这类毒品的贩运活动已在巴黎东北部扎根。该机制源于多方行动主体的共同诉求，即通过协调行动，遏制巴黎18区、19区及20区内吸毒人员数量增长与聚集态势。法兰西岛大区行政公署、巴黎警察总局、跨部门禁毒与成瘾行为防治署（MILDECA）、地区卫生署（ARS）、巴黎市政府及巴黎检察院，均为过去三年落地的该议定书的签署方。今日由法国审计法院发布、法兰西岛大区审计院（CRC）执行的专项快速审计报告，正是本次针对性快速调研的成果，该调研初步评估了该政策的落实情况并探讨了潜在的优化路径。
