15069 — Issue rate for the 20 countries with the lowest rates of issuance

Since 2009, special monitoring has been provided for countries with the lowest rates of issuance in that year. The table shows the evolution of the issuance rates of these twenty countries, which decreased significantly in 2013 compared to the previous year (27.8 % vs. 32.82 %). In the issue of consular passes, the difficulties identified are of several types: • the conduct of the foreign national, who discards any personal document, including his passport; • the practices of certain consular authorities, which result either in responses out of time, thus unusable, or in refusals or in the absence of a response.自2009年起，针对当年领事通行证签发率最低的国家开展专项监测。本表格展示了这二十个国家的签发率变化趋势：2013年其签发率较上年出现显著下滑，从32.82%降至27.8%。 在领事通行证（consular pass）办理环节中，经排查梳理出多类难点问题： • 外国申请人行为失当，随意丢弃包括护照在内的各类个人证件； • 部分领事机构存在不规范操作，具体表现为：逾期答复致使相关证件无法正常使用、直接拒签，或是完全未作出任何答复。
