ROR Areas with Potential Significant Flood Risk EU2018 planes type C (Flood risk directive) RWS

Areas with Potential Significant Flood Risk in the Netherlands type C contains a selection of the designated areas from the report 'Flood Risks in the Netherlands, 2018 that are classified as A, B, C and represented as planes. Preliminary flood risk assessment and designation of potentially significant flood risk areas under the European Flood Risks Directive (ROR) 2nd cycle: 2016-2021. The areas are identified on the basis of the following principles: Areas shall be distinguished according to the four separate river basin districts; Areas are divided into four types (A, B, C, D) of floods reflecting the difference in protection, as well as the diversity of responsibilities and roles of relevant authorities; The boundaries of the areas shall be based on the extreme limits of the potentially floodable area, as determined on the basis of simulations from the national flood database. For the primary flood defences, the area has been supplemented to the high ground line. The Rijkskanaaldijken are part of the designated areas. In total, 14 GPSOR are awarded in the Netherlands. Areas of Type D are not present in the Eems and Scheldt river basins. There are areas that can flood both from the main water system (B) and the regional water system (C).荷兰C类潜在重大洪水风险区域，系从《2018年荷兰洪水风险报告》中筛选出的被归类为A、B、C类且以平面形式呈现的指定区域。本数据集依托《欧洲洪水风险指令（ROR）》2016-2021年第二轮循环工作，开展初步洪水风险评估并划定潜在重大洪水风险区域。区域划定遵循以下原则：按四个独立流域分区进行划分；依据防护等级差异及相关主管部门的职责与角色多样性，将洪水风险区域划分为A、B、C、D四类；区域边界以国家洪水数据库模拟计算得到的潜在淹没区极端边界为准，针对一级防洪设施，区域范围已延伸至高地线。国家运河堤防（Rijkskanaaldijken）纳入本次划定的指定区域范畴。荷兰全境共计划定14个GPSOR。埃姆斯河与斯海尔德河流域内无D类洪水风险区域。部分区域既可能受主干水系影响引发洪水（对应B类区域），也可能因区域水系触发洪涝（对应C类区域）。
