In order to reflect all the environmental issues and the constraints they pose for development, and as a continuation of the Water Agency/ADEME study, the mobile hydropower potential has been classified according to the regulations applicable to the water body concerned into four categories: — non-mobilizable potential — difficult to mobilise potential — movable potential under strict conditions — movable potential without special constraints — where no regulatory protection tool affects the watercourse Similarly, the structure of the database has been adapted to take into account these different categories in which rivers can be classified. Thus, when a watercourse is affected by several regulations, the most binding issue is required. This will, in particular, identify cases where the identified potential is defined as non-mobilizable or difficult to mobilise solely because of the current classification of the watercourse.

为全面反映各类环境问题及其对发展带来的制约,并作为法国水资源署(Water Agency)与法国环境与能源控制署(ADEME)相关研究的延续,本数据集根据涉事水体适用的监管规范,将可开发水力潜力划分为四类: — 不可开发水力潜力 — 难以开发水力潜力 — 需满足严格条件方可开发的水力潜力 — 无特殊约束即可开发的水力潜力——此类河道未受任何监管保护措施覆盖 同理,本数据库的结构也针对河道可归属的上述不同类别进行了适配调整。因此,当一条河道受到多项监管规则约束时,需采用约束性最强的监管要求进行判定。该设计尤其可用于识别那些仅因河道当前分类,就被界定为不可开发或难以开发的水力潜力场景。
