Number of enrolled in the establishment assignment that lacks formal basic education during the year divided by the number in the establishment assignment during the year. The establishment assignment includes newly arrived refugees of working age (20-64) and new arrivals aged 18-19 without parents in Sweden. The assignment covers activities for a maximum of 24 months where Swedish for immigrants (sfi), civic orientation and work preparation activities are different parts. The Employment Service is responsible for the establishment task. Enrolled includes all those who have ever been enrolled during the year. Municipality affiliation is given on the basis of population registration status, in December.
