Priority sectors of OPAH-RU Rennes old centre

This layer locates the priority sectors of the old centre of Rennes, which benefit from a prioritisation in terms of actions registered under the Programmed Operations for the Improvement of Habitat (OPAH) of Rennes since 2011. They are to be read and analysed with regard to the layers of the perimeters of the OPAHs that identify these OPAHs, which focus on the requalification of the housing offer in the historic center of the city of Rennes. These sectors are defined following a detailed analysis of land carried out in the context of visits to buildings. Sectors 1 and 2 are defined as follows: (1) Buildings with a concentration of highly degraded and degraded buildings, mainly in wood, and a cumulation of pathologies (unsanitary, structural, security...), with an interlinking of technical and land issues and conflicts of use; (2) Buildings located in streets with lower flows and less exposed to conflicts of use. They are characterised by a greater heterogeneity of constructive modes but present important building pathologies. The monitoring and animation of these operations has been entrusted since 2011 to the local public development company (SPLA) Public Territories.本图层划定了雷恩老城的优先片区，该片区自2011年起便纳入雷恩市人居改善规划运营计划（Programmed Operations for the Improvement of Habitat）项下的行动优先级范畴。对该片区的解读与分析，需结合识别此类OPAH的边界图层展开——此类OPAH聚焦于雷恩历史中心城区的住房供给提质改造。上述片区基于建筑踏勘过程中开展的详细土地分析划定。片区1与片区2的定义如下：(1) 集中分布大量重度损毁与损毁建筑（多为木结构），且叠加多种建筑病害（卫生、结构、安全等问题），同时存在技术与土地问题交织、使用冲突频发的建筑片区；(2) 位于低流量街道、较少遭遇使用冲突的建筑片区。此类片区的建造模式异质性更强，但同样存在较为严重的建筑病害。自2011年起，相关运营的监管与推动工作便交由地方公共开发企业（SPLA，Public Territories）负责。
