The levy should encourage groundwater consumers to use groundwater sparingly. It also wants to encourage the use of more sustainable alternatives, such as the use of rainwater. The amounts of levy received are paid in full to the MINA Fund. The charging policy is based on the principle of the low and area factors. These factors have been incorporated into the charging formula. The low factor refers to a main hydrogeological unit (HCOV code) and is used for layers which, as a whole, require an increased charging policy. The area factor allows for a local differentiation in the charge for a specific layer (HCOV main unit), depending on the area-specific groundwater problem, e.g. for the defined groundwater action areas. The area factors apply for the tax years 2 018 to 2023.本地下水税费征收政策旨在鼓励地下水取用者节约使用地下水，同时推广更具可持续性的替代水源，例如雨水利用。征收所得的全部税费将全额拨付至MINA基金。本收费政策以低额系数与区域系数为核心原则，上述两项系数已纳入收费计算公式。其中，低额系数对应主水文地质单元（HCOV编码），适用于整体需提高收费标准的含水层；区域系数可针对特定主水文地质单元（HCOV主单元）对应的含水层，依据区域专属的地下水问题（例如划定的地下水行动区域）实现收费的本地化差异化调整。该区域系数适用于2018至2023纳税年度。
