Creation of the Revolution (Law of 22 December 1789), the department became an autonomous local authority, with a deliberative body and an executive elected, by the law of 10 August 1871. It was managed by a general council elected for six years by universal suffrage, which in turn elected a president, executive of the department who prepares and executes the deliberations of the General Council, manages the budget and directs the staff. The department has a wide range of expertise: social work, construction and maintenance of colleges, rural consolidation, organisation of school transport, etc. There are 101 departments (including 5 overseas departments). A department belongs to one region and only one. Each overseas region is made up of only one department.
