Priority education is a policy that aims to reduce gaps in educational outcomes related to social origins. It concentrates resources for 20 % of pupils and 30 % of disadvantaged students in more than 1000 priority education networks, bringing together colleges and schools, including 350 in enhanced priority education (REP+), at a cost of EUR 1.4 billion in 2016 and EUR 1.6 billion in 2017. At the end of its evaluation, the Court finds that priority education, as implemented so far, has not met its objective of limiting to 10 % the differences in levels between and outside priority education. These discrepancies remain, depending on the disciplines, between 20 and 35 %. In order for this policy to meet its objectives, the resources devoted to it should be geared more towards the early years of primary education and more targeted towards VET+. The management of teachers should also be adapted and the architecture of the policy revised, in order to strengthen the autonomy of strengthened and better assessed networks.
