Dataset of flooded underpasses on Italy's urban road networks in the last 80 years.

In the context of increasing urbanization and the rising frequency of extreme climate events and floods, there is a notable absence of a comprehensive Italian cadastre of underpasses, which would be useful for land management and mitigating flood-related damages, as confirmed by the research conducted. The data collection process, which lasted 24 months, primarily relied on sources such as newspapers, online news media, social media, and both published and unpublished studies from the Research Institute for Geo-Hydrological Protection (CNR-IRPI) of the Italian National Research Council. The data were then geolocated within a dedicated GIS project (qGIS version 3.36.2). In addition, various metadata were collected, including information on the presence of warning systems, the number of vehicles and individuals involved, and their actions when facing a flooded underpass. The dataset encompasses 1439 events from 1942 to 2023.在城市化进程加快、极端气候事件与洪涝灾害发生频次不断上升的背景下，本研究证实，目前尚缺乏一套全面的意大利下穿通道地籍档案，而该档案对土地管理与减轻洪涝相关损失具有重要实用价值。本次数据采集流程历时24个月，主要依托报纸、在线新闻媒体、社交媒体，以及意大利国家研究委员会地质水文保护研究所（CNR-IRPI）的已发表与未发表研究成果作为数据源。随后，数据在专属地理信息系统（GIS）项目（qGIS 3.36.2版本）中完成地理定位。此外，本次采集还包含各类元数据，内容涉及预警系统配置情况、涉事车辆与人员数量，以及遭遇积水下穿通道时的处置行为等信息。本数据集涵盖1942年至2023年间的1439起相关事件。
