In 2013, the outflows of foreigners in an irregular situation recorded decreased by almost 10 000 units, almost solely attributable to the decrease in assisted removals and voluntary departures helped. This development is the result of the reform of return aid, carried out at the beginning of 2013 after finding that the previous scheme was ineffective and created a deadweight effect for many illegal aliens who returned to the territory after having benefited from it.
