Reference Cost Correction Primary School F-9

This is a development key. The reference cost correction is equal to the average reference cost for primary school per resident 6-15 years in the Kingdom, divided by the municipality’s reference cost per inhabitant 6-15 years. The reference cost is based on the cost equalisation model for elementary school, as well as some minor items from other sub-models. A reference cost ratio greater than 1 means that the municipality’s expected cost is lower than that of the Kingdom, and less than 1 means that it is higher than that of the Kingdom.本项为开发系数（development key）。基准成本校正值等于该国6-15岁学龄人口的小学人均基准参考成本的平均值，除以对应辖区内6-15岁学龄人口的人均基准参考成本。基准参考成本基于小学教育成本均衡模型，以及来自其他子模型的若干次要项目。当基准成本比值大于1时，代表该辖区的预期成本低于该国整体水平；比值小于1时，则代表其预期成本高于该国整体水平。
