CyL renewables: Excluded Wind

Indicative mapping of the land on which renewable energy installations and their ancillary infrastructure projects would not be authorised in accordance with Article 13 of "Decree-Law 2/2022 of 23 June 2022 adopting urgent measures to speed up the management of European funds and boost economic activity" (BOCYL 24.06.2022).
All the criteria of Article 13 of DL 2/2022 have been taken into account, except for other public service facilities located on rustic land, whose condition must be analyzed particularly in each case.

For the delimitation of the wind farm exclusion zone, the following criteria have been taken into account:

Network of Protected Natural Areas, except in the protective mountains and those classified as public utility
Critical areas of protected species with conservation or restoration plan
Distance less than 500 meters from a good of cultural interest
Distance to less than 1,000 meters from urban centers
Distance to less than 1,000 educational centers, health centers and socio-health centers located on rustic soil
Irrigated areas

本文件为依据2022年6月23日第2/2022号法令（旨在采取紧急措施加快欧洲基金管理、提振经济活动，载于2022年6月24日《卡斯蒂利亚-莱昂官方公报》（BOCYL 24.06.2022））第13条规定，禁止建设可再生能源发电设施及其配套基础设施项目的土地示意性划定成果。
本次划定已全面考量第2/2022号法令（DL 2/2022）第13条的全部判定准则，仅乡村农用土地上的其他公共服务设施除外，此类设施的合规性需结合个案逐一研判。
针对风电场禁建区的划定，本次划定纳入以下判定准则：
1. 受保护自然区域网络，但防护山地及被归类为公共事业用地的区域除外；
2. 纳入保护或修复计划的保护物种关键栖息区域；
3. 距离文化遗产点不足500米；
4. 距离城镇建成区不足1000米；
5. 距离乡村农用土地上的教育机构、医疗中心及社会卫生机构不足1000米；
6. 灌溉农田区域。
