Priority district of Politique de la Ville

The perimeters of the priority districts of the city's policy are fixed by Decree No. 2014-1750 of December 30, 2014 for the metropolis. Article 5 of the Planning Law for the City and Urban Cohesion of 21 February 2014 lays down the procedures for reforming the priority geography of city policy. These are detailed, for the metropolis, in Decree No. 2014-767 of 3 July 2014 on the national list of priority districts of the city policy (QPV) and its particular modalities of determination in the metropolitan departments. These perimeters replace sensitive urban areas (Zus) and neighbourhoods under an urban contract for social cohesion (Cucs) as of 1 January 2015. The perimeters of the QPV are determined by the Ministry of the City, Youth and Sports. They are entered following the parcel boundaries and track axes, ensuring that the addresses corresponding to the accesses to the parcels included in the perimeters are also included, in order to allow treatment of the breakdown of addresses by zoning.本市政策优先区的边界由2014年12月30日第2014-1750号法令针对大都市地区予以确定。2014年2月21日颁布的《城市与城市凝聚力规划法》第五条规定了城市政策优先地理范围的调整程序。上述调整程序的具体细则，于2014年7月3日第2014-767号《城市政策优先区（Priority Districts of the City Policy，QPV）国家名录》法令中针对大都市地区予以明确，该法令同时规定了大都市省份内优先区划定的具体方式。自2015年1月1日起，上述优先区边界取代敏感城区（Sensitive Urban Areas，ZUS）与社会凝聚力城市契约社区（Urban Contract for Social Cohesion，CUCS）。QPV优先区的边界由城市、青年与体育部负责划定。其划定以地块边界与道路轴线为依据，同时确保纳入优先区范围内的地块出入口对应的地址也一并纳入，以便实现按分区对地址进行分类统计的工作。
