Environmental Economic Assessment of Remediation Measures of Contaminated Sites

The selection of remediation measures at contaminated sites must be geared primarily to ecological aspects in accordance with the main objective of remediation of contaminated sites, which is enshrined in law. However, in order to ensure optimal use of economic resources, economic aspects must also be taken into account. No standardised assessment tool is currently used in Austria to compare remediation measures with regard to their environmental and economic impact. The report of the Federal Environment Agency presents numerous environmental economic assessment procedures and evaluates whether they can be applied in the context of the future management of contaminated sites in Austria. It turns out that a system based on a cost-effectiveness analysis is the most suitable.受污染场地修复措施的选取，需首要遵循生态维度考量，这契合法律所确立的污染场地修复核心目标。但为保障经济资源的最优配置，亦需纳入经济层面的考量因素。目前奥地利尚未有标准化评估工具，可用于对比不同修复措施的环境与经济影响。奥地利联邦环境署的报告梳理了多款环境经济评估方法，并评估了这些方法能否适用于奥地利未来的污染场地管理场景。研究结果显示，基于成本效益分析（cost-effectiveness analysis）的评估体系最为适配。
