Structured public health risk matrix for urban heat island and air quality exposure in Baku city

This dataset provides a structured public health risk matrix for assessing urban heat island and air quality exposure risks in Baku city. The matrix links heatwaves, urban heat island effects, PM2.5 and PM10 exposure, vulnerable population groups, urban risk factors and recommended mitigation responses. The matrix was developed by the authors based on WHO, CDC and Azerbaijan NDC 3.0 sources. It is intended to support academic assessment of the ecological, biological and medical aspects of sustainable and healthy urban environments in Baku.
