闽三角海湾型城市群生态系统分区分级监管技术指南（专家评审稿）

为落实习近平总书记讲话精神，贯彻创新、协调、绿色、开放、共享的发展理念，加快形成节约资源和保护环境的空间格局、产业结构、生产和生活方式，依据《自然生态空间用途管制办法（试行）》、《生态保护红线管理办法（暂行）》、《关于划定并严守生态保护红线的若干意见》、《中华人民共和国环境保护法》以及《国务院关于实行市场准入负面清单制度的意见》等法律法规，提出了闽三角海湾型城市群生态系统分区分级管控的技术体系，对闽三角类似的湾区生态系统管控具有指导意义。

To implement the guiding principles of the speeches by General Secretary Xi Jinping, follow the development philosophy of innovation, coordination, greenness, openness and sharing, accelerate the formation of a spatial pattern, industrial structure, production and lifestyle that conserve resources and protect the environment, and in accordance with laws and regulations including the *Measures for the Control of the Use of Natural Ecological Spaces (Trial Implementation)*, *Interim Measures for the Management of Ecological Protection Red Lines*, *Several Opinions on Designating and Strictly Protecting Ecological Protection Red Lines*, *Environmental Protection Law of the People's Republic of China*, and *Opinions of the State Council on Implementing the Market Access Negative List System*, this study proposes a technical system for zoning and hierarchical control of the ecosystem of the Fujian Triangle Bay-type urban agglomeration, which provides guidance for the ecosystem management of similar bay areas in the Fujian Triangle region.
