A declaration of public utility, abbreviated by the acronym DUP, is an administrative procedure under French law which allows the carrying out of a development operation, such as the creation of a communication infrastructure, a school or a subdivision, for example, on private land by expropriating it, precisely for reasons of public benefit; it is obtained following a public utility survey.

公用事业宣言（Declaration of Public Utility，缩写DUP）是法国法律框架下的一项行政程序，可用于以公共利益为目的，通过征收私有土地的方式开展通信基础设施建设、学校兴建或住宅区开发等各类开发项目；该程序需经公用事业调查后方可获批。
本次数据集的纸质文档数字化工作由DDT 46的地理信息系统（Geographic Information System，GIS）工作组完成。
