IBAs are sites of major interest that host wild birds found to be of Community or European importance. Their inventory was drawn up by the Ministry of the Environment following the adoption of the European Birds Directive. The most suitable IBAs for the conservation of the most endangered Birds should be classified in whole or in part as Special Protection Areas (SPAs). These Special Protection Areas, associated with Special Areas of Conservation (SACs) resulting from the Habitats Directive, will form the network of Natura 2000 sites. This Directive requires Member States to prohibit killing or intentionally catching them, destroying or damaging their nests, collecting their eggs from the wild, intentionally disturbing them or keeping them (except for species authorised for hunting). Annex I to the Birds Directive lists the most threatened species in the Community. Each country of the European Union is responsible for inventorying areas of importance for the conservation of birds and for monitoring and monitoring species there. In France, the inventory of IBAs was conducted in 1990/91 by the League for the Protection of Birds and the Natural Heritage Department of the National Museum of Natural History on behalf of the Ministry of the Environment. The IBA inventory identified 285 areas covering a total area of approximately 4.7 million ha, or 8.1 % of the area of the national territory, with extensive coverage with the ZNIEFFs.It is not envisaged that this inventory should be updated as such.
In the Region Centre Val de Loire, 21 sites have been identified, of which 4 are located in the Loiret: The Massif d’Ingrannes and Lorais in the forest of Orleans, the Lac de Galetas, the Valleys of Conie and Beauce Centrale and the Valley of the Loire Orléanaise.
重要鸟类保护地(Important Bird Areas,简称IBAs)是具有重要保护价值的区域,其栖息的野生鸟类具备欧共体或欧洲层面的保护重要性。该类保护地的名录由法国环境部根据《欧洲鸟类指令》的实施牵头编制。
其中最适宜保护极度濒危鸟类的重要鸟类保护地,应整体或部分划入特别保护区(Special Protection Areas,简称SPAs)。上述特别保护区与根据《生境指令》设立的自然保护特别区域(Special Areas of Conservation,简称SACs)共同组成“自然2000”(Natura 2000)保护地网络。
《鸟类指令》要求各成员国禁止猎杀、蓄意捕捉野生鸟类,破坏或损毁其巢穴,捡拾野生鸟卵,蓄意惊扰鸟类,以及私自饲养鸟类(经许可用于狩猎的物种除外)。《鸟类指令》附件一列出了欧共体范围内受威胁程度最高的鸟类物种。欧盟各成员国需负责清查具有鸟类保护价值的区域,并对区域内的鸟类物种开展监测与监测工作。

本次重要鸟类保护地名录共确认285处区域,总面积约470万公顷,占法国国土总面积的8.1%,与具有生态、动植物学价值的自然区域(Zone naturelle d'intérêt écologique, faunistique et floristique,简称ZNIEFF)覆盖范围高度重合。目前暂不考虑对该名录进行此类更新。
在中央-卢瓦尔河谷大区,本次名录共确认21处保护地,其中4处位于卢瓦雷省:奥尔良森林中的英格拉讷-洛赖地块、加莱塔斯湖、科尼河谷与中央博斯河谷,以及奥尔良段卢瓦尔河谷。
