本方案完成区域内园区碳中和监管平台系统的实施,包含变配电、 照明、空调、供热、蒸汽、压缩空气、清水、中水等能源使用状 况管理及现场压力、温度等参数实行集中监视、管理和分散控制,并动态分析现行系统使用情况。项目目标总结为以下五点:1)通过完善对主要的耗能设备、关键工段、资源环境因素 的三级计量,实现能耗在线监测;在此基础上实现能耗和资源因 素的班组级目标管理和考核,形成实时监管为基础的节能节材的目标管理绩效;2)通过实时采集的数据,根据国际、国内及行业标准,结 合专家经验,以节能为目标实施动态优化管理,形成动态管理绩效;3)通过园区碳中和监管平台中心把节能降耗、清洁生产等 法规标准和政策;把各类管理体系进行资源整合,实现企业集约化和智能化管理,进一步降低管理成本,促进企业管理升级;4)通过生产过程的综合监测、统计和汇总,为安全生产和企业重点设备故障分析、成因追溯提供可靠的数字化依据5)通过实时检测数据分析和专家系统形成的节能节材诊报告,为以节能改造为内容的决策提供依据,通过工程改造实现能源利用效率的最大化和经济效益的最大化。
This project implements the carbon neutrality supervision platform system for parks within the region, covering management of energy usage status including power distribution and transformation, lighting, air conditioning, heating, steam, compressed air, clean water, reclaimed water, etc., as well as centralized monitoring, management and decentralized control of on-site parameters such as pressure and temperature, and dynamically analyzes the operation status of the current system. The project objectives are summarized into the following five points: 1) Improve the three-level metering for major energy-consuming equipment, key production sections and resource and environmental factors to realize online energy consumption monitoring; on this basis, carry out team-level target management and assessment for energy consumption and resource factors, and form target management performance for energy and material conservation based on real-time supervision. 2) Based on real-time collected data, combined with international, national and industrial standards and expert experience, implement dynamic optimized management targeting energy conservation, and form dynamic management performance. 3) Integrate regulations, standards and policies related to energy conservation, consumption reduction and cleaner production, as well as various management systems, through the park's carbon neutrality supervision platform center, to realize intensive and intelligent enterprise management, further reduce management costs, and promote enterprise management upgrading. 4) Provide reliable digital basis for work safety, fault analysis of key enterprise equipment and cause tracing through comprehensive monitoring, statistics and summary of the production process. 5) Provide decision-making basis for energy conservation transformation through real-time detection data analysis and energy and material conservation diagnosis reports generated by expert systems, and maximize energy utilization efficiency and economic benefits through engineering transformation.
