An Irrigation Non-expansion Area (INA) is a geographical area that has been designated as having insufficient groundwater to provide a reasonably safe supply for the irrigation of the cultivated lands at the current rate of withdrawal. Within INAs, new agricultural use of land occurring on land that was not irrigated in the five years preceding the designation of the INA is prohibited with a few exceptions for substitution or transfer of acres under specified circumstances.灌溉非扩张区（Irrigation Non-expansion Area, INA）是指经划定的地理区域，其地下水储量不足以按当前抽取速率为耕地灌溉提供相对安全的供水。在灌溉非扩张区内，于该区域划定前五年内未实施灌溉的土地上开展新增农业用地活动的行为原则上被禁止，但在特定情形下，针对土地置换或地块流转的情况设有少量例外条款。
