Energy and greenhouse gas scenarios 2023.

The Federal Environment Agency, in cooperation with experts from CESAR, e-think, TU Graz and TU Wien, creates scenarios for the development of energy consumption and greenhouse gas emissions at regular intervals for the EU reporting obligation under the Governance Regulation. The WEM scenario shows the development with existing legally valid measures. The WAM scenario depicts measures that Experts estimate as likely and expected to be implemented. The Transition scenario shows the path to a climate-neutral Austria. Climate neutrality 2040 means lower energy consumption, a switch to renewable energy sources (electricity, hydrogen, biogenic) and virtually greenhouse gas-free buildings and mobility. Unavoidable emissions should be compensated. This report compares the three scenarios WEM, WAM and Transition.奥地利联邦环境署与CESAR、e-think、格拉茨工业大学（TU Graz）及维也纳工业大学（TU Wien）的专家合作，定期依据《治理条例》框架下的欧盟报告义务要求，编制能源消费与温室气体排放的发展情景。 WEM情景展现了基于现行合法有效措施的发展路径。 WAM情景描绘了专家预估大概率且有望落地的各类措施。 转型（Transition）情景展示了通往奥地利气候中和的发展路径。 2040年气候中和目标意味着降低能源消费、转向电力、氢能、生物质能等可再生能源，并实现建筑与交通领域几乎无温室气体排放。 不可避免的排放应予以补偿。 本报告对WEM、WAM及转型三类情景开展对比分析。
